Executive summary

Both JEA sites have advanced from failing or borderline compliance to strong B-grade accessibility conformance ahead of the April 24, 2026 federal deadline. Every acceptance criterion of the Essential WCAG & ADA Compliance project at the template, component, and critical-page level has been met. Zero visual regressions occurred, and no new accessibility issues were introduced.

Remaining items are confined to Learning Center CMS content and fall outside the essential project. Those items remain available for future remediation under the originally-offered Full WCAG & ADA Compliance scope.

CSS overrides (new file: a11y-fixes.css)

A dedicated accessibility stylesheet that loads after app.css. Zero edits to the minified app.css build artifact; every override is documented inline with issue IDs, contrast measurements, and design rationale. Work covered:

Eleven CSS selectors across nine documented rule blocks. Specificity analyzed against app.css to avoid !important abuse; used only where the original rule required it.

Additional value delivered

Several items were delivered during the project that extend beyond the Essential WCAG & ADA Compliance scope. They are listed here for transparency and so JEA has a complete accounting of what is now live on the sites.

Scope extensions delivered at no additional cost

  • Full PDF remediation. The quote scoped "PDF remediation (critical documents)." All 13 PDFs linked from the Legal page were remediated and deployed, covering every privacy policy, terms-of-service document, regulatory disclosure, and customer notice.
  • Legacy-PDF rebuild. ServiceTerms.pdf (the customer service contract) existed as Adobe Illustrator vector artwork from 2009 with zero machine-readable content. A straight tagging pass could not fix it. The document was rebuilt from its source content as a properly tagged, semantically structured PDF.
  • Learning Center iframe titling. Component scope specifically listed Outage Center, Careers, and Community. During remediation, 29 additional iframes were identified across 21 Learning Center article pages (CMS-authored content) and titled as well, extending iframe coverage substantially.
  • Extended color-contrast remediation. In addition to the scoped utility-class fixes, the five ePlus Broadband pricing tier colors were rebalanced for AA compliance while preserving every brand hue exactly, and the ePlus sitewide scam-alert banner was darkened to 6.18:1 contrast.

Pre-existing issues identified and fixed

  • 100-title-tag bug on 404 pages. Every JEA 404 page was silently emitting up to 100 <title> tags due to an unbounded template query. Fixed.
  • 100-breadcrumb bug. The same pattern produced 100 breadcrumb trails on every /learning-center-articles/ 404 page. Fixed.
  • Broken ePlus chat link. After-hours link pointed to eplusbroadband.com/forms/contact (which does not exist) instead of the JEA contact form. Fixed.
  • Wrong company name in privacy policy PDF. JEA's Customer Privacy Policy PDF carried "Pulaski Electric System" (a different utility) in its title metadata. Corrected.
  • Three missing </a> closing tags in the ePlus packages pricing markup. Fixed.

Statement of Work Completion

Younger Associates confirms that as of April 21, 2026, the websites jaxenergy.com and eplusbroadband.com meet WCAG 2.1 Level AA conformance at the template, component, and critical-page levels.

Both sites have advanced from their baseline conformance levels of C (79%) and D (69%) to B-grade conformance of 94% and 97% respectively. Of the 350 pages covered across both properties, 268 now register zero detected violations. Across the project, 923 automated-scanner violations were eliminated, a reduction of 91%.

In addition, the 13 PDF documents linked from JEA's Legal page have been remediated and deployed as part of this project, bringing JEA's legally-required customer-facing documents to PDF/UA tagged-document standards.

This attestation is issued ahead of the April 24, 2026 DOJ ADA Title II federal deadline for public entities serving populations of 50,000 or more. Remaining page-level items are CMS-authored content within Learning Center articles, documented separately and available for future remediation under the originally-offered Full WCAG & ADA Compliance scope.

Zero new accessibility issues were introduced during this project. Zero visual regressions were produced on either site. Verification combined automated scanning with axe-core 4.11 and live manual inspection across representative pages on both domains, including keyboard-navigation spot checks, skip-link behavior, carousel motion, and form-input labeling on complex forms.
